Decree 99/2021/ND-CP on administration of, payment and settlement for public investment projects

The Prime Minister promulgates Decree 99/2021/ND-CP on administration of, payment and settlement for public investment projects.

- This Decree details the administration of, payment and settlement for public investment capital for projects, works, planning tasks and investment preparation tasks according to the provisions of the Law on Public Investment. (Article 1);

- This Decree applies to agencies, organizations and individuals participating in or related to the administration of, payment and settlement for projects using public investment capital within the scope specified in Article 1 of this Decree. (Article 2);

Main contents:

- Regulations on administration of and payment for public investment projects using state budget (Section 1, Chapter II);
 - Regulations on administration of and payment for specific public investment projects using state budget (Section 2, Chapter II);
 - Regulations on administration of and payment for overseas public investment projects funded by the state budget (Section 3, Chapter II);
 - Regulations on administration of and payment for public investment in PPP projects (Section 4, Chapter II);
 - Regulations on administration of and payment for public investment projects funded by lawful revenues of state agencies and public non-business units
(Section 5, Chapter II);
- Regulations on the settlement for public investment projects using state budget according to the budget year (annual settlement) (Section 1, Chapter III);
 - Regulations on finalization of public investment capital for completed projects (Section 2, Chapter III);

 Decree 99/2021/ND-CP dated 11/11/2021 takes effect from 01/01/2022.
