As a proof of the rising interest of the Vietnamese population and its Government, the Vietnamese Lawmakers have decided to raise the environmental tax on a number of commodities through a resolution that took effect from the 1st of January 2019.
On the 26th of September 2018 The National Assembly’s passed Resolution No. 579/2018/UBTVQH14 on the raise of environmental tax. This Resolution aims at improving environmental protection through tax adjustments that focus on petroleum products, coal, plastic bags, ozone-depleting substances and powerful greenhouse gases, which are amongst the most polluting commodities.
Here is a list of all commodities concerned with Resolution No. 579/2018/UBTVQH14 with a comparison between the previous and the new environmental tax:
- Petrol: Increased from 3,000 VND to 4,000 VND/litre
- Diesel oil: Increased from 1,500 VND to 2,000 VND/litre
- Kerosene: Increased from 300 VND to 1,000 VND/litre
- Fuel oil, lubricant, grease: Increased from 900 VND to 2,000 VND/litre/kg
- Lignite: Increased from 10,000 VND to 15,000 VND/ton
- Anthracite coal: Increased from 20,000 VND to 30,000 VND/ton
- Fat coal /other coals: Increased from 10,000 VND to 15,000 VND/ton
- HCFC solution: 4,000 VND to 5,000 VND/kg
- Plastic bags: Increased from 40,000 VND to 50,000 VND/kg
It is also worth noticing that Resolution No. 579/2018/UBTVQH14 is the result of a report issued by the National Assembly Committee for Financial and Budgetary Affairs that revealed that if environmental protection tariffs were increased, the State could collect about 15.2 trillion VND to handle environmental issues that Vietnam is facing more efficiently and on a larger scale.
