The Immigration Management Department – Ho Chi Minh City Police confirms that foreigners residing legally in Vietnam have the right to register for a Level 2 VNeID electronic identification account to access online public services and digital utilities, in accordance with Decree No. 69/2024/NĐ-CP.
Foreigners may submit their documents at one of the following locations:
The Immigration Management Department – Ho Chi Minh City Police (Xuan Hoa Ward).
The Immigration Department – Ministry of Public Security (in Hanoi or Ho Chi Minh City).
When registering, foreigners must bring:
A valid passport.
A valid temporary or permanent residence card.
A phone number registered under their name and currently in use in Vietnam.
Portrait photos will be taken on-site, so no need to prepare photos in advance.
Receive a queue number and information provision form.
Take a portrait photo at the service counter.
Present all personal documents and complete the “Information Provision Form” along with the “Application Form” (Form TK01) provided by the Immigration Department.
Provide biometric fingerprint data.
The system will process the data and send a verification request to the National Population Data Center. Once approved, a Level 2 VNeID account will be issued, and the applicant will receive a notification via SMS or email.
Processing time is from three to seven working days from the date of receipt of a complete and valid application.

High security through biometric verification, reducing the risk of information leakage.
Do not share your VNeID login information or PIN code with anyone.
If you change your phone number or lose your device, immediately contact the Immigration Department or the Immigration Bureau to update information or lock the account if necessary.
The VNeID electronic identification account does not replace your passport at international border gates; you must still carry your passport when exiting Vietnam.
Registering for a Level 2 VNeID electronic identification account only takes a few minutes at the counter and a processing period of three to seven working days. This process helps foreigners reduce the number of documents they need to carry, quickly access public services, and better protect their personal information while living and working in Vietnam.
