Pilot Procedures Applied For A One-Time Social Insurance Settlement By Digital Signature Verification

- Due to the increasingly challenging economic climate, several businesses reduced staff or even let go huge numbers of employees, which left many workers unemployed. The need for getting one-time social insurance benefits inevitably rises as a result of this. So far, to declare and complete the procedures for getting one-time social insurance, employees will have to prepare paper forms.

- With an improvement, on December 9, 2022, the Vietnam Social Security Agency issued Decision No. 3612/QD-BHXH, a process to settle for one-time social insurance benefits with a pilot application of digital signature authentication integrated in the mobile application.

- According to this process, when an employee is eligible and has a need to receive one-time social insurance benefits, he or she can access the National Public Service Portal to submit an application.

• Has been granted a social insurance book according to the provisions of Decision 1188/QD-BHXH dated May 24, 2022 and Decision 505/QD-BHXH dated March 27, 2020;

• Having a National Public Service Portal account and a digital signature integrated in the application on a mobile device, which necessitates administrative procedures on the Public Service Portal.

- The process of settling one-time social insurance benefits and applying the pilot authentication via digital signatures integrated in the mobile application consists of five steps.

In particular, employees need to declare and submit the following documents:

• Employees electronically sign Form No. 14A-HSB, after declaring information completely and accurately upload electronic documents, or cite sources of documents from the electronic data store, and submit the application on the Public Service Portal .

• Employees are not required to declare and return data, records, and papers already in the database managed by the social insurance agency or that have been digitized, stored, connected, and shared by the competent authority with the Public Service Portal, an electronic one-stop information system.
